Las enfermedades que atacan al Estado moderno son las mismas que advirtió Hobbes como calamidades que impedían lograr sus fines a la república eclesiástica y civil prevista en el Leviatán del siglo XVI, de ahí que resulte interesante comparar su comportamiento ante las expresiones de violencia que le obligan a rendirse a las presiones internas y externas, alterando su soberanía y convirtiéndole en un ente vulnerable, incapaz de decidir e imponer libremente las políticas económicas y sociales acordes a sus necesidades locales.
Este libro invita a reflexionar acerca de si la configuración del Estado actual es la idónea para proteger a los ciudadanos del sufrimiento y del miedo a morir de manera sorpresiva por acciones terroristas o por la violencia física o económica a que son sometidos constantemente o, si bien, ante la presencia constante de Estados fallidos, incapaces de brindar bienestar y seguridad, se presenta la oportunidad de revivir a ese monstruo de poder absoluto pensado por Hobbes, única fuerza capaz de lograr la paz y el bien común.
La suma de todos los miedos no puede culminar en la cesión de libertades nacionales a las imposiciones de los más poderosos o a las exigencias del mercado, sino que debería servir para retomar la conciencia de la importancia del Leviatán como aquel ser gigantesco cuyo cuerpo está formado de seres humanos, porque la función del Estado es cuidar el bienestar de su pueblo.
