Wenn man nur wüsste, was das eigentlich ist“ titelte daher Die Welt auch vor einiger Zeit. Zur Verdeutlichung des Modells sollen zunächst in einem kurzen ersten Teil einige wichtige von vielen Stimmen der Literatur als problematisch empfundene Erscheinungen des modernen Staates wiedergegeben werden, die den Ausgangspunkt der Überlegungen zum Gewährleistungsstaat bilden. Danach sollen die Merkmale des neuen Gewährleistungsstaatskonzepts dargestellt werden, wobei dann insbesondere im dritten Teil beispielhaft auf einige Steuerungsinstrumente und Kooperationsformen eingegangen werden soll, durch die der Gewährleistungsstaat verwirklicht wird. Auch soll auf die Kritikpunkte eingegangen werden, die gegen das Modell erhoben worden sind.
